visa if such visa is required generally on the
passports of all foreigners visiting China, but it
would not be justified in requiring the individual
to take out a Chinese passport. All that the general
principle necessitates is that if such an individual
got into difficulties in China, the British
Government would not intervene diplomatically on
his behalf. In the converse case of a Chinaman
in China, who was also a British subject and
travel
wished to trafer to Malaya, it is inconceivable
that the Chinese authorities should refuse him
a Chinese passport and require him to obtain
a British one.
We should ask the Foreign Office if they
concur that the above is the correct interpretation
of the general principle.
I rather doubt if
we need ask the Foreign Office for a further
explanation as at "A" in Mr. Martin's minute.
